What We Mean when We Say… Against Housing Segregation
Housing segregation, as a manifestation of contemporary urban development, is a consequence on the one hand of the market logic that governs the housing sector, and on the other, of different sectoral policies that support uneven and unequal urban development. The purpose of this policy brief is to emphasize the structural causes and manifestations of housing segregation, with the aim of motivating wider recognition of this issue in Serbia, properly identifying it, and then actively reducing and solving it. Starting from the very definition of residential segregation and its relation to the overarching concept of spatial (in)justice, the text looks at some of the methodological challenges in mapping this phenomenon, and offers an overview of the situation in the local context – both in public policy documents and on the ground. Finally, the text offers framework guidelines, i.e., measures that could impact the ways we address this form of social inequality.
