This book evokes the difficult functioning of institutions in a period of new and increasing warfare, a time of continuous violent actions that result in fear and casualty across the world, in cities, at country borders. At a moment when institutions are being degraded and forcefully repurposed to cruel ends that seemingly enable the survival and unity of a group, the author has chosen to open the book with a defense of a “mobile group” (a refugee group coming from somewhere and necessarily invading the institutions they encounter and building new ones). The aim is to look at the difficulties and problems faced by such groups, ending in a vision of Europe as a new counterinstitution, seeking to reduce the sovereignty of the comprising countries, and remain open for all those who join it or return to it.
