Short Biography
Uroš Ćemalović is a senior research fellow, expert in European Union law, intellectual property law, environmental law and public administration, with two decades of experience in the private and public sector. He obtained his doctorate (2010) at the Faculty of Law of the University of Strasbourg, defending his thesis in the field of intellectual property law. He completed his Master’s studies in the field of public administration (Paris Dauphine) and EU law (Nancy 2). He worked as a legal expert and expert consultant for various international organizations (EU, UNDP, OSCE, and the World Bank), and represented and advised numerous domestic and international companies (Sanofi, Microsoft, and SPI Pharmaceuticals). In the National Assembly of the Republic of Serbia (2007–2013), he dealt with the harmonization of domestic legislation with EU law. He was a visiting professor at several universities in Europe (LUISS Rome, Catholic University of Lille, and New Bulgarian University). During 2018, he managed a scientific project on the transformation of the national normative framework in the field intellectual property rights during the EU accession process at the Department of European Law at the Faculty of Law in Zagreb. Since January 2022, he has been managing the international project “Environmental Legislation and Sustainable Economic Development: The State of Play in Serbia and Experiences of the Croatian EU Membership.” He has published four books and more than 40 scientific papers in English, French and Serbian, in various journals published in the USA, France, Poland, Croatia, and Serbia. Digitization and Intellectual Property Rights: Towards More Inclusive Business Models
So far, the double effect of digital transformation on the one hand, and the existing models of legal protection of intellectual property on the other hand have shown great risks for the perpetuation (and even the worsening) of existing social differences with accompanying risks brought by the concentration of social and economic power, suppression of competition and strengthening of monopoly. This research seeks to show that with the design, legal regulation and systemic support of new business models, the digitalization and the implementation of innovative public policies in the field of economy can lead to a reduction of social differences and greater inclusion of social groups that, until now, rarely or sporadically benefited from the existing regulatory framework. Starting both from existing scientific insights and from the needs of society in Serbia, this research project proposal has two main goals. The first goal is to provide a comprehensive scientific insight into the ways in which the phenomenon of digital transformation functions within the framework of the existing legal regime for the protection of intellectual property rights with a special focus on the possibility of introducing more inclusive business models.
